Greetings! I bring to you news from RS High Command, where the voting members have just agreed to institute a system of people currently called "aldermen" to supplement the current voting membership. As you likely know, the RS' highest body, High Command, is currently governed by the six Commanding Officers of our six active Fleets, and a majority vote by these individuals holds a greater authority than anything else in the RS. These six individuals look after the general well-being of the RS by voting on various important issues, updating the Bylaws, and electing Fleet Commanders such as myself.

However, it is a highly time-consuming activity to run a Fleet, and while these six people perform admirably in acting with the best interest of the RS in mind and considering weighty issues on HC, it is generally more than enough for them to devote their energy to ways to improve their own fleet without also being required to constantly think of ways to improve the RS as a whole. For that reason, HC has decided to create three new "Aldermen" positions, to be filled by people with full voting privileges whose charge to care primarily for the RS as a whole, and be ready and willing to engage in a variety of discussions and come up with new proposals to improve the RS. The term "alderman" was selected to denote the system in place in some forms of government, where several aldermen represent specific precincts (i.e. fleets) and some are "at-large", not representing any specific location but rather the area as a whole.

The duties of the aldermen will be as follows:
- Participate in most HC discussions, including all of the more significant ones.
- Vote on each proposal that they are present for.
- At least one of the aldermen should present a new proposal each month.
- Participate in at least one RS-wide executive project.
- Maintain a link between RSHC and the general RS membership by being active on the RS forums (including "General Discussion" and "High Command") and/or IRC.
- Other duties that may arise.

The term that each alderman will serve has not been determined yet, but is likely to be one year, with re-appointment possible.

If you are interested in becoming an alderman, please email myself and Cable (fc@rebelsquadrons.org, xo@rebelsquadrons.org) with the following information:
- Past experience with High Command - Fleet CO/XO?, RSFC/RSXO?, others
- Two RS member references - preferably from current or former members of HC; current or former Wing CO minimum
- Areas of interest in improving the Rebel Squadrons
- Anything else you might consider important

A vote on High Command is extremely prestigious, so it is highly recommended that you have served at a high position in the RS, preferably Wing CO or higher.

I will announce further information on Aldermen as HC irons out more of the details.

Will all officers get a chance to vote them in?

No alderman's are picked by the RS Fleet Commander.

You can nominate anyone you like, but I will select the people and High Command will approve them. I prefer not to make it a club-wide vote because I don't want things like campaigning to get in the way of what we do here, and we haven't done that sort of thing in the past. But, feel free to nominate people you consider worthy :)

Obviously I shouldn't be an alderman but is there a required rank a person has to be?

Not exactly required, but generally Wing COs are a minimum of Major or higher, with certain exceptions.

You asked that the Alderman be at least a Wing CO or higher, do you consider Wing SO's to have too low a position.

They don't have to be a wing CO or higher at the moment, but the kind of thinking that HC uses requires service at the higher levels of the RS, which we've defined as leading a wing or more. Wings like R2W and CD are considered more like fleets than wings for this purpose.

Heh, really anyone is allowed to apply, but you will need to be known among High Command to stand a good chance, because they want to make sure that they work with people that they know and trust, if you see how that works. Whee, lotta comments on this post!

so even though i'm a low ranking Lt i can still get in. hey, i like my chances. well, at least it's better than not being allowed to try :)
